This role is available for immediate joining and is hiring as an initial 6 month contract position, outsourced through J10 Consulting.

Key Responsibilities:

The Appointed Person for Lifting Operations is the competent person formally designated by the employer to plan, organize, technically assess and control lifting operations. The role is responsible for developing and approving suitable lifting plans, selecting appropriate cranes and lifting accessories, establishing the safe system of work and confirming that risks are reduced to an acceptable level before execution. The Appointed Person shall exercise independent technical judgement and has authority to reject, suspend or redesign any lifting operation that cannot be performed safely or within approved limits.

  • Plan and control routine, non-routine, critical, complex, tandem and engineered lifts within the limits of verified competence and company authorization.
  • Provide technical leadership to Lifting Supervisors, crane operators, riggers, slinger/signallers, banksmen, engineers, equipment suppliers and construction teams.
  • Assess mobile cranes, crawler cranes, tower cranes and other lifting appliances applicable to the project, subject to the individual’s demonstrated competence.
  • Cover civil, MEP, utility, substation, equipment installation, loading/unloading and material-handling activities across assigned project sites.
  • Escalate lifts requiring specialist engineering beyond personal competence to a qualified lifting engineer, crane manufacturer or other authorized specialist.
  • Lift Assessment, Categorization and Planning - Review the lifting requirement, load characteristics, verified weight, dimensions, centre of gravity, lifting points, structural integrity, orientation, travel path and final landing arrangement.
  • Classify each lift according to the approved company or client lifting procedure and determine the required planning, review and approval level.
  • Prepare or technically approve task-specific lifting plans, drawings, sketches, calculations, lift studies and method statements appropriate to the lift category.
  • Select a suitable crane or lifting appliance based on configuration, working radius, boom or jib length, duty, capacity, load chart, reeving, counterweight, outrigger position and applicable derating.
  • Determine suitable lifting accessories, hitch arrangements, sling angles, load distribution, spreader beams, lifting beams, shackles and connection points.
  • Define the sequence of operations, hold points, trial lift requirements, communication method, exclusion zones, tag-line use, landing controls and emergency arrangements.
  • Ensure simultaneous operations, adjacent cranes, restricted clearances, public interface, traffic and other workface conflicts are identified and controlled.
  • Assess access routes, crane standing locations, set-up area, operating envelope, tail swing, boom clearance and load travel path.
  • Confirm ground conditions and allowable bearing capacity are suitable for calculated crane reactions and planned outrigger or track loading.
  • Specify crane mats, spreader plates, engineered platforms or ground-improvement measures where required, supported by competent engineering input.
  • Identify underground services, basements, culverts, voids, excavations, slopes, overhead lines, structures and other constraints affecting stability or clearance.
  • Confirm wind limits, visibility requirements, lighting conditions and other environmental restrictions using manufacturer data and project controls.
  • Arrange site verification before the lift and require reassessment whenever conditions differ from the planning assumptions.
  • Define the lifting team structure and minimum competency required for the Lifting Supervisor, crane operator, rigger, slinger/signaller, banksman and other specialist personnel.
  • Verify that personnel certificates, authorizations and experience are valid, relevant to the equipment and suitable for the planned operation.
  • Confirm cranes, lifting appliances and accessories possess valid inspection, testing and certification acceptable to the authority, client and project jurisdiction.
  • Review crane load charts, manufacturer manuals, configuration records, inspection reports, maintenance status and safety-device requirements.
  • Ensure lifting accessories are traceable, compatible, correctly rated and included in the lifting arrangement without exceeding working load limits.
  • Establish the required lifting documentation pack and record-retention requirements, including plans, calculations, permits, certificates, checklists, briefings and close-out records.
  • Conduct an independent technical review proportionate to the lift risk and obtain specialist or engineering review where required.
  • Approve lifting plans only when planning assumptions, calculations, equipment, personnel, site conditions and control measures have been adequately verified.
  • Communicate the approved plan to the Lifting Supervisor and relevant project personnel and ensure the plan is understood before execution.
  • Define which changes require the lift to stop and be returned for reassessment. No unapproved deviation from crane configuration, radius, rigging, load, ground condition, sequence or environmental limits is permitted.
  • Revise, reissue and reapprove lifting documentation when material changes occur, maintaining clear version and document control.
  • Attend or delegate appropriate technical presence for critical or higher-risk lifts, without transferring accountability for the adequacy of the approved plan

Appointed Person Experience:

  • Valid LEEA Appointed Person / Crane Appointed Person qualification from a recognized LEEA training provider. (4-5 days training)

  • Demonstrated ability to interpret crane load charts and manufacturer data; determine configurations and capacities; assess radius, duty and derating; select rigging; calculate load distribution and sling forces; evaluate ground-bearing requirements; and plan critical or complex lifts.
  • Familiarity with the UAE safety regulations related to lifting operations.
  • In-depth knowledge of lifting equipment, rigging techniques, and lifting procedures.
  • Strong understanding of safety regulations, risk assessment processes, and compliance.
