Commercial Manager - PPP Schools & Healthcare Programme

Our multi-national Engineering consultancy client has a new requirement for a well experienced Senior Commercial Manager to join their team in Doha, Qatar. Successful candidates will have extensive Commercial Management experience on large scale PPP projects including Education & Healthcare facilities.


This role is available for immediate joining and is a direct hire, permanent employment opportunity.


Responsibilities:

  • Responsible for all commercial and contractual activities of the CMU in relation to the PPPAs;
  • Manages costs, budgets, contracts, payments, changes, and claims;
  • Ensures accomplishment of commercial and contractual targets.
  • Ensures that the Contracting Authorities’ commercial / payment obligations are met;
  • Delegates and reviews the work of the Contracts Manager, Project Controls Engineer, QS and other commercial staff appointed on call-off basis; Ensures that payment model and supporting payment systems are in line with contractual requirements;
  • Validates payment applications made by the Project Companies and applies necessary deductions, where required;
  • Acts as first point of escalation for commercial / payment disputes;
  • Provides day to day contractual and commercial support to the CMU;
  • Works closely with the Engineer and the CMU Lead to ensure that the PWA’s and the Contracting Authorities’ commercial interests are protected;
  • Works closely with Contracting Authority’s finance team to ensure that funding is available and that payments are made within the periods stipulated in the PPPAs;
  • Ensures and reviews contract management and administration compliance related to the PPPAs;
  • Maintains all Project Financial Models in accordance with the Project requirements;
  • Manages changes and claims;
  • Ensures and reviews recommendations when requests for variation, addendum, claims etc. are being processed, ensuring that they are in accordance with the PWA’s relevant policies and procedures.


Senior Commercial Manager Requirements:

  • University degree from a recognised university in an appropriate field such as Quantity Surveying, Commercial Management, Contract Management, or equivalent;
  • Experience of working on PPP projects;
  • Excellent communication skills in English, written and spoken.
  • Minimum of 14 years’ experience post graduation with 7 years’ experience in major buildings PPP projects or programmes;
  • Experience on schools and primary healthcare projects;
  • Desirable to have experience of working with government agencies and clients generally at a senior level;
  • In-depth knowledge of commercial and contractual procedures relating to PPP projects;
  • Ability to work in multicultural environment and promote collaboration;
  • Demonstrable track record in the commercial and contract management of large multidisciplinary PPP projects;
  • Effective in building good working relationships within complex structures, both internally and with various project stakeholders.

Desirable requirements

  • MRICS or equivalent is preferable;
  • Masters’ degree in a relevant field;
  • Experience of working in Qatar or the Gulf region.
