General Manager - Civil Contracting

Our leading Regional Developer client has a new requirement for a well experienced General Manager - Construction Contracting to join their team in the UAE to head, lead and develop their Contracting Business. Successful candidates will have a proven background as a GM / Business Lead in a SME or Regional Contracting Company driving and leading the growth and expansion of the business. Experience of driving business growth in construction for civil projects including schools, commercial and mixed use projects in the UAE is essential.


This role is available for immediate joining and is a direct hire, permanent employment opportunity with our client.


Key Responsibilities:

  • Determine Vision and Mission of The Company and provide strategic leadership and direction to the assigned area and manage the internal and external business environment effectively.
  • To drive the formulation and effective implementation of policies, processes, and systems with respect to financial planning, quality management, human resource management and information technology, in consonance with The Company’s Visions and Mission
  • Responsible for the technical and financially successful results of the company
  • Overseeing and directing construction projects from conception to completion.
  • Carrying out an in-depth review of program, deliverables and estimate costs and ensure suitable project management systems are in place and manage risks accordingly
  • Overseeing all off-site and on-site construction to ensure Compliance with specifications and current regulations.
  • Ensure that the Company’s structure is aligned to the Company’s business strategy
  • Prepare and be responsible for annual business plan /forecast, cash flow and profit

Business Development

  • Must have cordial relations with engineering consultants, PMCs, private institutions, and government authorities to ensure our client receives tender / contracting opportunities

Estimation & Tendering

  • Must have proven track record in converting tender invitation to project award (LOI)
  • Must have experience in value engineering
  • Ability to maintain cost of project as per budget/BOQ

QHSE

  • Must have experience in providing strategic guidance for QHSE manuals
  • Must have experience in avoiding LTI’s
  • Must have experience in managing the penalties from external authorities

Commercial & Procurement

  • Must be able to assist in setting-up commercial process in sync with UAE and FIDIC Laws
  • Must be able to guide strategically with procurement

Sustainability

  • Should be able to provide strategic guidance to create, facilitate and drive sustainability efforts
  • Must have knowledge in environmental management systems

Organization/Governance

  • Ensure that all areas of the Company’s activities such as business development, planning engineering, construction legal, finance, etc. are well coordinated to ensure that the management system is in place to achieve company strategy and target
  • Obtain the Stakeholder approval for all major company activities such as new projects bidding, financial commitments, assets purchasing and key staff hiring and appraisals
  • Provide training and development performance evaluation and appraisals to the company staff to enhance qualifications, motivations and belonging to the company


General Manager - Construction Contracting Experience:

  • Bachelor’s degree required in architecture, construction science or related field with emphasis on construction management
  • Minimum of 15-20 years in full project life cycle experience in schools, commercial and mixed use developments.
  • Analytical skills Handle unexpected issues and delays, and solve problems that arise over the course of the project. Use cost-estimating and planning software to determine how much materials are needed and the time and cost required to complete projects.
  • Business skills Address budget matters and coordinate and supervise workers. Choose competent staff and establishing good working relationships with them is critical.
  • Customer-service skills Communicate work plans clearly, and explain work stoppages when they occur with owners, inspectors, and the public
  • Decision-making skills Selection of personnel and subcontractors for specific tasks and jobs to quickly meet deadlines and budgets.
  • Initiative must be proactive in finding new clients, market their services and bid on jobs
  • Leadership skills must effectively delegate tasks to construction workers, subcontractors, and other lower level managers.
  • Speaking skills must give clear orders, explain complex information to construction workers and clients, and discuss technical details with other building specialists, such as architects.
  • Technical skills must know construction methods and technologies, and must be able to interpret contracts and technical drawings.
  • Time-management skills must meet deadlines and ensure that construction phases are completed on time as scheduled.
  • Writing skills must write proposals, plans, and budgets, as well as document the progress of the work for clients and others involved in the building process.
