Head of Construction - Contractor

Our well regarded regional Civil Contracting client has a new requirement for a well experienced Head of Construction to join their team in Dubai to head up their civil construction division. Successful candidates will have a proven background as a head of construction for civil projects including schools, commercial and mixed use projects in the UAE.


This role is available for immediate joining and is a direct hire, permanent employment opportunity with our client.


Key Responsibilities:

  • Review project scope and assist in developing project budgets.
  • Coordinate architect, engineer, and construction consultant selection according to district policies.
  • Write requests for qualification and requests for proposals.
  • Review and negotiate professional services contracts
  • Participate in planning meetings with design professionals.
  • Develop and communicate facility design guidelines and outline specifications to insure project compliance.
  • Conduct regular reviews of schematic design drawings, design, development drawings and construction documents.
  • Develop timelines and critical path scheduling, including phasing to facilitate ongoing school activities.
  • Make recommendations in project delivery and contract award designation process.
  • Coordinate selection of general contractor or construction manager through CM at-risk, CSP or other procurement processes.
  • Review proposals and assist with ranking according to established criteria.
  • Present recommendations to Board of Trustees for contract award.
  • Review contracts and agreement documents.
  • Review insurance certificates and insure compliance with state law.
  • Coordinate pre-construction planning with design team, contractors and school principals.
  • Attend construction job site meetings and communicate progress reports.
  • Oversee on-site construction observations and document progress.
  • Provide periodic construction progress reports for administration and Board of Trustees.
  • Review payment applications and change order requests and present recommendations.
  • Verify architects recommendation for substantial completion and submit to the Superintendent.
  • Coordinate walk-through inspections for administration and Board of Trustees.
  • Assist in development of punch lists and oversee successful completion.
  • Facilitate building start-up and commissioning.
  • Coordinate training of building users and maintenance staff on use of building systems.
  • Coordinate project completion, collection of close-out documents, and processing final payments.
  • Coordinate warranty administration.
  • Assist in facility assessments to help plan future construction programs.
  • Develop training programs for construction department staff.
  • Conduct annual evaluations of construction department staff.
  • Process paperwork required for daily operations of department.
  • Coordinate with other departments to ensure campus needs are being met.
  • Participate in professional growth activities.
  • Perform other duties as assigned.


Head of Construction Experience:

  • Bachelor’s degree required in architecture, construction science or related field with emphasis on construction management
  • Minimum of 12-15 years in full project life cycle experience in schools, commercial and mixed use developments.
  • Analytical skills Handle unexpected issues and delays, and solve problems that arise over the course of the project. Use cost-estimating and planning software to determine how much materials are needed and the time and cost required to complete projects.
  • Business skills Address budget matters and coordinate and supervise workers. Choose competent staff and establishing good working relationships with them is critical.
  • Customer-service skills Communicate work plans clearly, and explain work stoppages when they occur with owners, inspectors, and the public
  • Decision-making skills Selection of personnel and subcontractors for specific tasks and jobs to quickly meet deadlines and budgets.
  • Initiative must be proactive in finding new clients, market their services and bid on jobs
  • Leadership skills must effectively delegate tasks to construction workers, subcontractors, and other lower level managers.
  • Speaking skills must give clear orders, explain complex information to construction workers and clients, and discuss technical details with other building specialists, such as architects.
  • Technical skills must know construction methods and technologies, and must be able to interpret contracts and technical drawings.
  • Time-management skills must meet deadlines and ensure that construction phases are completed on time as scheduled.
  • Writing skills must write proposals, plans, and budgets, as well as document the progress of the work for clients and others involved in the building process.
