PPP Facility Management Specialist - Schools & Healthcare

Our multi-national Engineering consultancy client has a new requirement for a well experienced Facility Management Specialist to join their team in Doha, Qatar. Successful candidates will have extensive Facility Management experience on large scale PPP projects including Education & Healthcare facilities.


This role is available for immediate joining and is a direct hire, permanent employment opportunity.


Responsibilities:

  • Reporting to the Technical Lead, the Facility Management Specialist shall be responsible for monitoring the performance of the Project Companies during the Operations Stage.
  • Ensures that Contracting Authorities’ and the PWA’s technical obligations are met during the Operations Stage;
  • Reviews the Performance Standards set by the Project Company;
  • Inspects project sites with the call-off staff and the PWA staff on a periodic basis to ensure conformance to Performance Standards specified in the PPPAs;
  • Identifies Performance Failures and notifies the CMU and the Engineer;
  • Categorises Performance Failures as Minor, Medium or Major;
  • Monitors performance KPIs and identifies performance failures / negative trends;
  • Recommends applicable deductions to the monthly payments of the Project Companies based on poor performance;
  • Coordinates technical activities with Project Companies, Contracting Authorities and other stakeholders;
  • Provides support to the CMU team on facility management matters;
  • Provides regular progress reports and elevate issues to the Technical Lead and the Engineer;
  • Responsible for providing feedback regarding project progress, deviations, changes and ensuring that the projects are delivered in accordance with the standards specified in the PPPAs;
  • Undertakes other reviews as directed by the Engineer and the CMU Lead.


Facility Management Specialist Requirements:

  • Minimum of 14 years’ experience post graduation with experience in facility management audits of major PPP building projects or programmes, or output driven design and build developmental projects;
  • Experience on schools and primary healthcare projects;
  • Desirable to have experience of working with government agencies and clients generally at a senior level;
  • In-depth knowledge and demonstrable track record in the management and delivery of multiple concurrent projects;
  • A “rounded profile”, with experience of leading multidisciplinary technical teams. University degree from a recognised university in an appropriate field such as Mechanical or Electrical Engineering;
  • Experience of working on PPP projects or output driven design and build developmental projects; 
  • Excellent communication skills in English, written and spoken.

Desirable requirements

  • Evidence of suitable professional qualification CEng or equivalent is preferable;
  • Experience of working in Qatar and / or the Gulf region
