Pre-Construction Civil Engineer (Infrastructure) - 4 Month Contract

Our Multi National Infrastructure Main Contracting client has a new requirement for a Pre-Contract / Pre-Construction Infrastructure Engineer to join their team in Dubai, UAE to work on major RTA and Infrastructure projects. Successful candidates will have strong Pre Contract * Pre-Construction experience experience and must have worked on major RTA / Infrastructure projects such as roads, rail, bridges and tunnels with a recognised main contracting company.


This role is available for immediate joining and is an initial 4 Month Contract position as an outsource employed by J10 Consulting.


Key Responsibilities:

Working within Tendering team, the position will see the successful candidate playing an integral role in supporting a variety of project teams. The Pre-construction Engineer play a vital role in the precontract stage by developing comprehensive plans, strategies, and methodologies, planning, and estimating advice to ensure successful Bid and execution of construction projects.

  •  Collaborate with the Estimating and Project teams to optimise the constructability of projects, including defining logistic plans, construction methodology, phasing of construction, Value Engineering.
  • Participate in the development of the construction programme at tender stage.
  • Support in the preparation and drafting of the Technical Proposal in accordance with ITT requirements, including methodology and programme narratives. 
  • Carefully review the tender documents provided by the client. This includes project specifications, drawings, schedules, and any other relevant information to understand the scope of work, Constraints, technical requirements, and client expectations.
  • Conduct site visit gathering information to support the technical proposal and estimation
  • Perform feasibility studies to evaluate different construction methods, techniques, and approaches that could be used to achieve project goals efficiently and cost-effectively.
  • Conduct constructability reviews to assess the buildability of the project design and identify any potential conflicts, coordination issues, or constructability challenges that need to be addressed.
  • Prepare detailed method statements outlining the step-by-step procedures, techniques, and resources required to execute the project safely and efficiently. These method statements serve as a guide for construction teams during the execution phase.
  • Develop detailed construction plans, schedules, and sequences for the project. This includes determining the optimal sequence of activities, resource allocation, and critical path analysis to ensure timely completion of the project.
  • Consider environmental factors and develop plans to minimize the project's environmental impact, such as waste management, pollution prevention, and sustainable construction practices.
  • Suggest value engineering solutions to optimize project costs while maintaining or enhancing project quality. identify opportunities for cost savings through alternative materials, construction methods, or design modifications that meet the client's requirements.
  • Perform a risk assessment to identify and evaluate potential risks and uncertainties associated with the project. This includes analyzing site conditions, environmental factors, regulatory requirements, and other external factors that may impact project delivery.
  • Contribute to the preparation of technical proposals for the tender submission. This involves clearly outlining the proposed construction methodology, schedule, resource allocation, and other technical details to demonstrate the bidder's capability to execute the project successfully.
  • Ensure that all technical aspects of the tender submission comply with the client's requirements and specifications. prepare and organize all necessary documentation, including technical drawings, specifications, method statements, and compliance certificates, to support the bid.
  • Participate in presentations to the client or attend meetings to clarify technical aspects of the tender submission. effectively communicate the proposed construction methodology, technical solutions, and project benefits to the client to build confidence in the bidder's capabilities


Pre-Construction Civil Engineer Experience:

  • B. Sc. Civil Engineer, ideally with background of Ground Engineering and/ or structural works.
  • Experience: 15 years with 5 years GCC / UAE experience
  • Field of Expertise: Infrastructure and industrial projects (Roads, utilities, bridges, railway, pump stations, etc.)
  • Excellent time management and organisation skills.
  • Excellent attention to detail throughout the tendering process
  • Solid and proven experience in Microsoft Word, Excel and PowerPoint.
  • Efficient use of AutoCAD & REVIT to produce high quality drawings.
  • A good team player and communicator who can work with all levels of the organisation.
