Procurement Manager - O&G Pipeline Project - Consultancy

Our International Engineering consultancy client has a new requirement for a well experienced Procurement Manager specialising in O&G Pipeline projects to join their team in Abu Dhabi. Successful candidates will have a proven background as a Procurement Manager on large scale Pipeline projects in the GCC. This role will be based predominantly in Abu Dhabi but will require some travel to project locations in Kurdistan and Iraq.

This role is available for immediate joining and is a direct hire, permanent placement with our client.

Key Responsibilities:

• Manage the definition of the general purchasing conditions, preparation of the purchase plan for materials and services, as well as integration of strategic “sourcing” choices with project requirements
• Align and collect inputs from engineering, QA/QC and legal disciplines
• Participate in project planning and scheduling
• Provide input into the preferred bidder’s lists
• Perform and expedite pre-qualification processes up to issue of Short Lists
• Participate in tender evaluation and contract finalization of all contracts
• Issue consolidated contract documents
• Ensure the planning and control of supplies, defining the order management plan
• Handle any deviations, especially with regard to quality control, quantities and supply terms, even by getting directly in touch with vendors
• Assist in the preparation of mitigation and recovery plans in case of deviations
• Fulfil administrative, customs, insurance and legislative obligations, in liaison with the appropriate parties’ departments
• Supervise contractors and vendor work preparation, design, subcontracting, fabrication and delivery processes
• Participate in vetting of contract management deliverables of contractors and vendors
• Report procurement activities to the involved positions of the project organization
• Provide support in handling claims and contractual discussions
• Perform due diligence of contractors and vendors for compliance with requirements of code of conduct and provide feedback in order to update vendor qualification

Procurement Manager - Oil & Gas Pipelines - Experience:

• In-depth knowledge of procurement of high value assets for major international projects in the oil and gas industry, in particular oil and gas pipeline projects.
• Knowledge and experience in international procurement, contractual and legal practices related to development and execution of EPC Contracts.
• Overall understanding of the technical aspects in order to effective manage the procurement of equipment and material.
• Experience in pre-award activities, involving qualification of Bidders.
• Supply contracts and commercial procedures development experience, drafting ITB’s, utilizing differing forms of contract and pricing formats.
• Practical Supply Chain Management background.
• Systematic thinker with good organizational skills and time management skills.
• Team player within and across functions.
• Technically minded proactive personality with a hands-on mentality.
• Fluent in English.
