Procurement Manager - PMC

Our Global Project Management Consultancy client has a new requirement for a well experienced consultant Procurement Manager to join their team in Riyadh, KSA to work on a high profile project. Successful candidates will have a proven background as a Procurement Manager experienced in working on large scale master plan and civil construction projects in the GCC.
This role is available for immediate joining and is a direct hire, permanent placement with our client.
Key Responsibilities:
- Manage all procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of contracts.
- Ensure compliance to Procurement Policies and Procedures and monitor procurement related activities accordingly and ensure integrity of the process.
- Ensure best practice procurement methodology in line with CIPS and other internationally recognized Procurement practice is followed.
- Evaluate against derived and updated benchmark database and up to date market analysis for streamlined evaluation.
- Develop and maintain good relationship with all departments to promote effective and efficient procurement.
- Supervise and motivate Procurement department direct employees.
- Take appropriate personnel related action (i.e. command, discipline, evaluate etc.) with Procurement staff as required.
- Prepare and post staff schedule in accordance with business needs.
- Responsible for the most advantageous sourcing of vendors in terms of price / delivery deadlines / payment terms / quality through a perpetually updated databank, and ensures the database is made available to Management.
- Negotiate effectively through both commercial and technical evaluation with an emphasis on technical understanding and analysis.
- Provides current market rates of materials for pricing and costing when required.
- Ensures that relevant Quality Assurance / Quality Control procedures are followed.
- Assist auditors in providing requested information for the purpose of providing necessary documentation for completion of audit
Procurement Manager Experience:
- BSc. Degree in Engineering or Commercial Management/Quantity Surveying or related similar Work Experience
- MCIPS is highly advantageous
- Minimum 10 years hands-on experience of procurement with at least 5 years in a supervisory/managerial position including considerable work experience with reputable companies and a minimum of 3 years GCC experience and having experience in construction procurement and estimating (preferable)
- Knowledge of construction procurement processes within the GCC
- Detailed understanding of both Pre and Post Contract in the construction and/or development industry
- Knowledge in contract preparation, review, execution, understanding of terms and conditions, and understanding of legal ramifications Knowledge of import regulations
- Sound Knowledge of GCC supplier market
- Excellent communication skills
- Good command of the English Language
