Quantity Surveyor (Pre-Contract) - Infrastructure - 4 Month Contract

Our Multi National Infrastructure Main Contracting client has a new requirement for a Pre-Contract Quantity Surveyor to join their team in Dubai, UAE to work on major RTA and Infrastructure projects. Successful candidates will have strong Pre Contract Quantity Surveying experience and must have worked on major RTA / Infrastructure projects such as roads, rail, bridges and tunnels with a recognised main contracting company.


This role is available for immediate joining and is an initial 4 Month Contract position as an outsource employed by J10 Consulting.


Key Responsibilities:

  • Manage and oversee the pre-contract stage of RTA / Infrastructure projects including road, rail, bridges and tunnels including the preparation of bills of quantities, cost plans, and procurement schedules for these packages
  • Provide expert advice and guidance on project cost management, contract administration, and risk assessment to ensure project delivery is within budget and meets financial compliance requirements.
  • Develop and maintain relationships with cross-functional teams to ensure that the project budget is aligned with the project requirements.
  • Monitor and report on project costs and variations, including the management of project change control procedures
  • Develop and maintain a high level of knowledge of the construction industry, including cost trends and best practices
  • Project Budget services (direct, indirect, margins, markups and overheads).
  • Feasibility studies (cost per key, cost per m2 etc.);
  • Cost Planning and estimating (BCIS and NRM1);
  • Value Engineering, cash flow forecasts, Whole Life Costing, cost risk management;
  • Bills of Quantities production (NRM 2, POMI and CESSM3);
  • Tender services including compilation, tender analysis, negotiations and recommendations;
  • Contract drafting (FIDIC).
  • Attendance and representation at commercial meetings.
  • Perform other duties as assigned by the Direct Manager


Pre Contract Quantity Surveyor Experience:

  • BSC in Quantity Surveying from a recognised institution preferred
  • Experience in RTA / Infrastructure projects is a must;
  • Minimum of 6 years’ experience;
  • Minimum of 2 years regional experience, ideally UAE but open to other GCC countries
  • Must have main contracting background for minimum of 2 years;
  • Must possess very strong pre-contract expertise.
  • Knowledge in the use of QS software or similar is required;
  • Demonstrate strong interpersonal, communication and presentation skills;
  • Possess good project background and proven English language technical writing ability and skills.
