Senior Construction Manager (Rafts) - PMC

Our global Engineering consultancy client has a new requirement for a well experienced consultant Senior Construction Manager to join their team in NEOM, KSA at a high profile Infrastructure & Build project. Successful candidates will have a proven background as a Senior Construction Manager leading major enabling and raft works on large scale infrastructure and building construction projects in KSA and the wider GCC. Candidates must have worked for a recognised PMC or Consultancy business previously


This role is available for immediate joining and is a direct hire, permanent placement with our client.


Key Responsibilities:

  • Construction Manager Civil will work on behalf of the client with responsibilities including: Acts as the representative with the client, subcontractors and suppliers during the project execution.
  • Represents the client in negotiations with stakeholders, regulatory agencies and in public meetings.
  • Oversees establishment of the Construction Management Plan, Site Specific Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Inspection – The selected candidate will have experience in and will be expected to supervise inspectors on assigned projects.
  • Monitors and ensures Contractor meets and fulfills project goals, KPIs and any other methodologies Initiatives and chairs regular meetings and workshops required to deliver the works to the agreed quality standards, safely within agreed budgets and timeframes.
  • Supervise the work of contractors and subcontractors.
  • Coordinates the drafting of requisitions, contract scopes of work, amendments, and task orders.
  • Review and approve contractors’ safety plans and quality control plans.
  • Ensure the subcontract files are maintained with current insurance certificates and correspondence. Monitor subcontractor expenses versus budget. Prepare draft amendments.
  • Prepares and negotiates changes to the scope of work with the client and contractors.
  • Works to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes.
  • The Construction Manager is specifically responsible for maintaining current and timely change orders.
  • Cost Engineering - Supervise the preparation of the client's monthly construction progress report and the client's contract status report.
  • Accounting – Assist with the development of the monthly Parsons invoices; review for accuracy. Review and approve subcontractor invoices.
  • Prepare quarterly construction management reports and coordinate meetings.
  • Quality – Review the QA/QC Plan including development of the inspection & test plan, supervise setup and accreditation of the onsite materials testing laboratory.
  • Safety - Establish safety and emergency procedures. Inspect the construction site weekly with the contractor's safety representative


Senior Construction Manager (Rafts) Experience:

  • Bachelor’s Degree in a Construction and/or similar related discipline
  • 15 - 20 years post qualification experience in Construction Management at least 5-8 in a recognised supervision consultancy
  • Completed minimum 3 major construction and infrastructure projects enabling and raft works
  • Managed multiple contractors across a project scope at any one time
  • Significant experience in leading the raft, basement, concrete and rebar delivery of Construction/Infrastructure Projects - roads bridges, utilities, residential, commercial, educational, health facilities, industrial etc,
  • Experience of working in Middle East is essential, KSA experience is preferred.
