Technical Lead - PPP Schools & Healthcare Programme

Our multi-national Engineering consultancy client has a new requirement for a well experienced Senior Technical Manager to join their team in Doha, Qatar. Successful candidates will have extensive Technical Management experience on large scale PPP projects including Education & Healthcare facilities.


This role is available for immediate joining and is a direct hire, permanent employment opportunity.


Responsibilities:

  • The Technical Lead shall monitor and review technical and engineering activities relating to the PPPAs to ensure that targets are being met and progress is being delivered;
  • Drafts, reviews and recommends any engineering related documents as required;
  • Ensures that Contracting Authorities’ and the PWA’s technical obligations are met;
  • Manages a dedicated team comprising a Facility Management Specialist, Project Engineers and call-off staff;
  • Coordinates design review;
  • Manages scope change;
  • Monitors project performance and highlights delivery risk;
  • Coordinates technical activities with Project Companies, Contracting Authorities and other stakeholders;
  • Provides support to the CMU team on engineering matters;
  • Provides regular progress reports and elevates issues to the CMU Lead;
  • Responsible for providing feedback regarding project progress, deviations, changes and ensuring that the projects are delivered in accordance with the standards specified in the PPPAs;
  • Inspects project sites with the Project Engineers and the PWA staff on a periodic basis to ensure conformance to design specifications and adherence to quality;
  • Monitors and resolves matters such as work procedures, complaints and construction problems;
  • Ensures effective communication and coordination on assigned projects between all technical disciplines and all other project participants; and Undertakes technical reviews as directed by the Engineer and the CMU Lead. 


Senior Technical Manager Requirements:

  • University degree from a recognised university in an appropriate field such as Engineering or Architecture or equivalent;
  • Experience of working on PPP projects or end-to-end output driven design and build developmental projects;
  • Excellent communication skills in English, written and spoken.  
  • Minimum of 14 years’ experience post graduation with experience in major PPP or output driven design and build developmental projects or programmes;
  • Experience on schools and primary healthcare projects;
  • Desirable to have experience of working with government agencies and clients generally at a senior level;
  • Demonstrable track record in the management and delivery of multiple concurrent end-to-end projects;
  • In-depth knowledge of engineering procedures; and  A “rounded profile”, with experience of leading multidisciplinary technical teams. 

Desirable requirements

  • Evidence of suitable professional qualification CEng or equivalent is preferable;
  • Experience of working in Qatar and / or the Gulf region.
