Vice President - Procurement & Contracts - Developer

Our Multi National Developer client has a new requirement for a well experienced Vice President of Procurement & Contracts to join, lead and develop their team in the UAE. Successful candidates will have extensive Procurement & Contracts leadership experience within Construction, FM or Real Estate for commercial, residential and mixed use developments both existing and under construction.
This role is available for immediate joining and is a direct hire, permanent opportunity, employed directly by our client.
Responsibilities:
- Strategic Contribution Ensure effective cascading of the commercial strategy into department business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
- People Management Manage the effective achievement of assigned objectives through the leadership of the Techno Commercial department by setting of individual objectives, managing performance, developing, and motivating staff to maximise sectional performance.
- Lead the talent development initiatives for the assigned department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
- Act as a role model and drive adherence to organizational values and ethics by employees of the assigned department to foster a value driven culture within the organization.
- Provide technical expertise to the delivery team on procurement commercial management aspects of operations within the Projects Department in line with corporate policies and global best fitted practices.
- Policies, Systems, Processes & Procedures: Manage and ensure effective implementation of department policies, procedures and controls covering all areas of assigned department activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service In line with client’s business excellence.
- Manage the contract approval and renewal procedures for vendors and contractors in collaboration with legal department to ensure that vendor and contractor contracts are established and maintained in accordance with company policy, enabling optimum risk mitigation (Responsibility ends upon having letter of authority (LOA) in place for projects).
- Provide technical expertise in the development of procurement management processes and systems, including the implementation of benchmarking and risk management initiatives, to enhance projects delivery.
- Direct the end-to-end tendering process for all services, goods, and materials required by functions, in line with established policies.
- Develop and ensure the effective maintenance of a cost benchmark database and provide technical expertise in the procurement audit process to ensure adherence to corporate policies and identify areas of enhancement.
- Commercial Operations: Review supplier registration forms for authenticity and adherence to approved terms and contracts, in collaboration with the Contracts department, to ensure that their prequalification process complies with defined quality standards.
- Continuous Improvement: Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
- Reporting: Ensure that all unit reports are prepared timely and accurately and meet requirements, policies, and quality standards
Vice President - Procurement & Contracts Requirements:
- Bachelor's Degree in Engineering or similar
- 15+ years relevant experience in a similar industry, preferably in the real estate sector including at least 5 years in positions of progressively increasing managerial responsibilities.
- Proven track record in leading vast Contracts & Procurement teams working in fast-paced environment.
- Experience in managing large size projects and implementing strategy for newly released projects
- Experience in managing large in-house and group company teams in addition to vendor management and relationships
